2025 FORGOTTEN VETERANS ACT

In 2025, S. 2220, the FORGOTTEN Veterans Act, focused on improving how military service, medical and toxic-exposure information is documented and connected through the Individual Longitudinal Exposure Record (ILER)—while protecting information associated with classified service.

The goal: create better exposure records for veterans whose service may have put them at risk.

A CRITICAL PROVISION BECAME LAW

A major part of that effort was enacted through the FY2026 National Defense Authorization Act (NDAA), improving how toxic-exposure information is documented and incorporated into military health and exposure records.

It was an important victory but one critical gap remained.

Before exposure can be connected to a veteran, the government must first be able to identify who served at affected locations and where they served.

THE NEXT EVOLUTION

SERGEANT DAVE CRETE FORGOTTEN VETERANS ACT OF 2026

The new legislation takes the next critical step creating a pathway to identify veterans who served at qualifying NTTR locations and verify service that may be classified, restricted, incomplete or data-masked.

The legislation seeks to:

  • Identify military personnel who served at qualifying NTTR locations since 1951.
  • Identify contaminated locations in coordination with the Department of Energy.
  • Create a verification process when service records are incomplete, classified or unavailable.
  • Connect verified service with available exposure and health information.
  • Make those records usable by the VA to help remove barriers to exposure-related disability claims.
